Game situations/clarifications · Timeouts – restarting play P.33 Penalty 1 If a team is not ready to play at the end of a time-out or to start the second half, this is considered misconduct by the coach and penalized accordingly. The Official should give several short blasts on the whistle, first, as a warning. When the horn blows at 75 seconds, that is the time the coach needs to stop talking, water bottles get picked up, cheers are made, only the playing team is on the field . . . so that at 90 seconds , when the horn/whistle blows, the teams are ready to resume play. · p.32 4-1-2 A. If during first half, it shall be resumed at point of interruption. Officials are to note who has possession, time left on game clock and any carded players sitting out in scorebook with time left for suspensions noted. B. If after first half is completed, and game is stopped, it is considered a completed game. P. 29,30,49 Difference/Demonstration/Definition of SCOOP and FLICK. FLICK is legal on PC injection, SCOOP is not. P. 57 ******* Rule 12, Sect. 1, Penalty 5. ******* Change "offender" to Head Coach in your Rule Book (Clarification) So it needs to read . . . "For any flagrant foul, the Head Coach shall be removed from the field and a penalty stroke shall be awarded the opponent" Unsportsmanlike behavior after completion of game – can you give a card? SAFEST thing to do is ignore it. No, you cannot give a card after the game is over. (See RB p.43, Penalties #7 and p.44, Penalty #10. In the discussion, it was suggested that you might notify Lea and ask her to notify the AD of the offending player's school, so the coach could be made aware of the occurence. Shin guard required if player wearing a knee brace: Yes – even if it’s a large brace that comes below the knee –the rest of the shin must be protected. (See RB p.15, Art. 5, Sect. 4) Each official has given a verbal warning to the same player without realizing that the other has done so: ALL officials need to have a way of recording cards, warnings given, either by writing on their hand, on a piece of paper, file card, etc. that fits in their pocket. When a card is given, you should see the official writing it down. When a warning is given it needs to be discussed/written down at half-time. Appropriate language from official when addressing an issue on the field: address the foul not the person - i.e. “We need better body control; watch the contact” etc. – don’t personalize it – i.e. That’s a dirty play – or – you’re a dirty player” Quick free hit – not a cardable offense: It’s OK to take the hit immediately, but the hitter needs to exercise caution; if team chooses to take hit quickly, into a space – don’t penalize the other team for not being 7yards away. Also, on a quick hit, if the defending team is backing up, trying to get correct distance away – and the hit comes to them – could repeat the hit or cold be a “play on”. Once a player has been warned for repeated fouls – MAY go to yellow card without giving a green first. National anthem: A question has been raised, from two different parts of the county, as to the protocol if a game is underway and the Star Spangled Banner is played on an adjacent field. After consulting with Bill Burroughs, MPSSAA Officials Coordinator and the Field Hockey Rulebook, the following policy is presented: a. Officials are to take note, when they arrive at a field, whether other games will be starting on nearby field, especially stadium fields with a public address system. b. Officials will speak with the home team coach to ask if the anthem might be played. c. If the answer is "yes", the official will ask what school protocol is. If the answer is to acknowledge the anthem, the officials will, at the pre-game meeting, tell coaches/captains that, if the anthem is being played, the game will pause at the earliest dead ball situation. Observations at a recent game when the above occurred were that some on-field players were distracted by the anthem, some bench players didn't know whether to acknowledge/respect it or not, and some spectators were wondering what to do. RB p.12, Rule 1, sect.1, art.2 allows officials to apply "sound judgment in order to be certain neither team nor any player receives an unintended advantage . . . " Each situation will depend on the circumstances. If an official, in any way, feels that the uncertainty of "do we, don't we respect our national anthem" is affecting any of the players, they need to, as soon as there is a dead ball situation, take an official time-out until the anthem is over. IAAM overtime – may still be some confusion. Be assured, the correct procedure is one 10 minute, 7v7, sudden victory overtime period. Regular season, varsity games only. Try not to be defensive when ASKED about a call. JV games; be sure to maintain good technique – (hold whistle, etc) – don’t assume that because it’s an undersquad game that the skill level will necessitate modifying calls. In some schools, the JV team is highly skilled; as always, the teams deserve your best effort. It’s true that with poorly skilled or very inexperienced teams it’s sometimes necessary to allow for some skill error (i.e. perhaps you need to hold the whistle a little longer to see if a team can gain an advantage); however, safety and fairness are essential, and we must also respect the game.
